In Kilinochchi, a physician estimated that his hospital sees 30-60 cases of deliberate self-harm a month, one-third of which are young women.
Most suicide attempts occur after family disputes, when women have poor coping strategies. There is no intensive care unit (ICU) in Kilinochchi Hospital. – Women’s Action Network, 2016
Akkarayan Hospital
The Divisional Hospital - Akkarayan, located about 20km away from the Killinochchi town, offers a private and secure atmosphere for this purpose.
Therefore, a special mental healthcare unit aptly called ICC - Intermediate Care Centre is being set up at this hospital to providing vital care for survivors.
Activities of this Friendly Home
With the support of the Regional Director of Health Services
(RDHS), the Medicolegal Unit and the Mental Health Unit of the
DGH Kilinochchi, Akkarayan Hospital can provide the following
comprehensive services and resources at this unit:
1. Comprehensive care in a secure, homely
environment
2. Clinical case conference within 24 hours of
admission
3. Separate, purpose built ward for survivors of child
abuse and domestic violence
4. Support for management of Medico-Legal issues
5. Psychiatric care (counselling and psychosocial
support)
6. Support for management of Psychological sequelae
of abuse
7. Assessment and provision of psycho-social needs of
the victims of abuse in liaison with relevant agencies
8.Facilities for recording of video evidence from child
victims
9. Identification of patients who need
prolonged stay in a health institution or
requires immediate accommodation
10. Pharmaceutical care
11. Three meals for the survivor and an
accompanying person
12. Support towards healing and reconciliation of
families in order to help resume their lives
with a greater sense of competency and hope
13. Support towards livelihood for relevant
individuals, through NGO partnerships
14. Recreational toys and equipment for children

Opening Ceremony
ICC - Intermediate Care Centre, A shelter for survivors of child abuse and domestic violence for Killinochchi District, was opened at Akkarankulam District Hospital by our President Dr. M. Mylashan and the Regional Director of Health Services (RDHS), Dr. N.Saravanabavan, on 23rd of March 2022.
